What is it so much clearer to see during the fall and spring?

I've noticed, compared to winter and summer, that everything is more clearer in terms of the environment when it's fall or spring. is it because the way the earth is tilted in relation to the sun causing atmospheric gases to make it appear more clearer? That's my theory anyways.
