Amongst African males is their a problem?

Yes hope some one has more info, but somewhere here in deep dark Africa there is some or other tribe that hang rocks from their privates from a baby, in the beginning its a pebble and later a mive rock, when the necessary lenght has been achieved, I think it is when the thing drags around in the dust, then they stop with the rocks. This is the truth, I saw it on Animal Planet or National Geographic.
