What does "That aint no cloth you can cut" mean?

I heard an ol' school rapper (Flesh-N-Bone) say it in a song called Heartaches. I was wondering if anyone had heard that before or knew what it meant. It's the first part of the first verse where he says "Brought up in Brick city, That ain't no cloth you can cut, my momma didn't raise no suckas in Pam's house"
