How to get my puppy to become less aloof?

He was 6-8 weeks at the humane society when we adopted him. But when we first got him he would snuggle in our laps and fall asleep. Now he won't give me the time of day. He almost always ignores me and goes off to do his own thing. He acts excited when he sees other dogs and humans at first but he quickly looses interest and just wants to be left alone. He responds to his name 1 out of every 10 times i call him. This is absolutly killing me because i've been waiting for the perfect time to get my first dog for the past 5 years. I love him to death but he doesn't even seem to like me anymore. He looked mostly lab when i adopted him and that is why i adopted him. I've read that labs absolutly love their owners and always want to please them. That's the kind of dog i've always wanted. So i wanted to do a good thing and adopt a dog instead of get one from a breeder. But my dog didn't have any of the main lab character traits so I did the DNA test and found out that he's part Chow Chow. (25% CHOW 75% LAB) I've read that Chow Chows are independent. So does this mean that my dog will be like this forever? I really don't know what to do. He's about 4 months old. This independence streak has been going on for about 1 1/2 months. Is their any hope for him to become more lovable or will he always be this way. (I'm keeping him no madder what.) Any answer is appreciated.
